中国酒店集团发展的障碍

到2020年中国将成为世界第一旅游胜地,年接待游客人次将达到130,000,000。但考虑到中国国际旅游业的发展仅仅是自1979年实行开放政策后才开始走入正轨,这是一个非常令人难以置信的统计数字。仅仅在20年后的1999年,中国就吸引了27,000,000国际游客,并且拥有7,035家酒店、890,000间客房。但中国仍须增加酒店数量,以满足预期的游客人数增长的需要。

同时,越来越多的富裕起来的中国人开始在国内旅游,这也加大了对酒店数量的需求。在1979年至1997年间,中国经济以9.8%的年平均增长率增长,人民生活日渐富裕。即使在今后十多年的时间里,这一增长速度会有所减慢,也仍然会保持在7%左右。这一活跃的经济形式刺激了国内商业旅游的发展,而那些商业旅游者们会对酒店客房有需求。现行的政府政策已经有所改变,放松了对旅游的限制,引进了周5工作制和每年3周假期的休假制度,使得现有的庞大的休闲旅游市场进一步扩大,最终使1999年国内游客人数达到了719,000,000。

中国加入世界贸易组织(WTO)可能将成为改革开放以来最具历史意义的事件。在国内,中国正致力于完善法律体系、放宽对国外投资的限制、以及增强国外投资者的法律权利和特权。为了继续鼓励旅游发展,政府已经提供了大约97,000,000美元来改善包括道路、海港和航空在内的各项公共设施,并提高了旅游景点的档次,以满足将来旅游者的需求。在国外,为了抓住WTO环境下的最大的机遇,截止2000年9月,跨国公司已经签订了38 美元的国外直接投资合同,比上年同期增长28%。包括世界顶级的酒店集团在内的跨国公司中,已有很多在这个潜在的巨大市场中站稳了脚根。

Barriers to hotel chain development in China

By 2020 China will become the world's number one tourist destination,with annual arrivals of 130 million. This is quite an incredible considering that China's international tourism industry only got underway in 1979 as a result of the Open Door Policy. Just 20 years later, in 1999 China attracted 27 million international visitors and its stock of hotels stood at 7,035, with 890,000 rooms. China's stock of hotel properties will need to expand very significantly to meet the demand of expected growth in arrivals.
At the same time China's own increasingly affluent population is traveling more and more within the country, adding to the need for additional hotels. Affluence has resulted from continual average annual economic growth in China of 9.8%between 1979 and 1997. Even with a predicted slowdown annual growth should still average 7% over the next 10 years. Such a dynamic economy stimulates more internal business travel,and those business travelers need hotel rooms. Concurrently changed government policies have loosened travel restrictions, introduced a strict 5-day working week and annual holidays of 3 weeks, swelling the already massive leisure tourism movements. The end result was 719 million domestic travelers in 1999.
China's entry to the World Trade Organization (WTO) will possibly be the most significant event since the Open Door Policy. Internally China is working to improve its legal system, liberalize foreign investment restrictions and echance the legal rights and privileges of foreign investors. Continuing its work to encourage tourism,the government has provided about US$97 million to upgrade infrastructure including roads, seaports and airports as well as upgrading tourist sites for future visitors. Externally ,in preparation to take maximum opportunity of the WTO situation, multinational corporatins contracted foreign direct investments totaling US$38 billion during the first nine months of 2000,28% up on the same period in the previous year. Those multinationals include the world's top hotel firms, many of whom already have a foothold in this potentially massive market.
The barriers to hotel chain growth in China have some particular aspects in both external and internal obstacles,which influence not only the development of indigenous hotel companies, but also multinational hotel companies. This paper will identify and discuss some of these barriers.
